The cops had a problem.
SOHO Personal LLC had a solution. Much of the information in these
pages is restricted, but is here so we can make that information
available to those who need to see it. We are proud of our work
with the Kansas City, MO Police Department and wish we could show
it all to you, but that's not possible. So, we'll do the next best
thing and tell you about it.
After the tragedy at
Columbine in the Spring of 1999, the Kansas City, MO Police Department,
like most agencies, began the arduous task of "pre-planning"
their approach to large scale emergencies at any number of "at
risk" sites and schools throughout the city. About the same
time, South Patrol Personnel put together a PowerPoint presentation
to teach the educators how they could and should prepare for and
react to such an incident in their schools. South Kansas City was
preparing for the unthinkable, but something was missing . . .
KCPD had volumes of information
for every school in SKC and a few other "at-risk" locations
in South Patrol Division. The problem was how to make that information
available to the officers who would be first on the scene. How valuable
was it in a commander's office? Enter-SOHO Personal and the ingenuity
of SPD personnel. We created an HTML based, MDT (in-car laptops)
based catalog of these plans. Working with SPD personnel, we created
a template for collecting the information for each site. SOHO Personal
LLC then entered all the information into approximately 40 pages
of content for each site, linked them all together into an easy
to navigate catalog and dubbed it the Critical Incident Site Management
System.
September 11, 2001 -
The world changed in ways I can't begin and don't need to state.
Suddenly, the SMS jumped from a few schools and sites in South Kansas
City, to hundreds of sites thoughout the city and perhaps the state
and rest of the nation.
The Critical Incident
Site Management System and it's accompanying school violence PowerPoint
has been recognized by the KCMO City Council and KCMO Board of Police
Commissioners. In addition, the project has been nominated for the
prestigious Herman Goldstein Award, IACP (International Association
of Chiefs of Polce) 2002 Webber Seavey Award, and has received the
KMBC/Metropolitan Chiefs of Police Award for Valor.
The project has been
presented to numerous law enforcement organizations, agencies, and
civic groups, including the IALEP (International Association of
Law Enforcement Planners) on September 12, 2001 where it has received
praise for innovation, function, and leadership. The project is
currently under consideration as a state and national model for
other departments.
The links on the left
are restricted for obvious security reasons. If you represent another
law enforcement or emergency response organization please contact
Major John Armilio or Sergeant Steve Bean at the KCPD, South Patrol
Division, 816 234-5550, or e-mail
Sgt. Bean for access. Due to increased security concerns, we
have recently removed logins that have not been active. If you need
to be reactivated, we apoligize. Please e-mail
Sgt. Bean with your name, agency. It will be helpful in validating
your information if you can tell him where you initially signed
up as well.
This project is "alive"
and growing. It's size and importance has taken and will continue
to take a considerable amount of SOHO Personal's resources, but
we will continue to work with KCPD to refine and expand the project
so long as they consider it important.
